This plan provides a renewed vision and blueprint for the city's future. Over the years, Greenville has transformed from one of the state's main agricultural centers into the cultural, healthcare, and economic hub of Eastern North Carolina. This rapid growth presents many new opportunities, but also new challenges. Through resident involvement and action, and by taking advantage of Greenville's long legacy of thoughtful planning, the City now has the opportunity to envision a vibrant and sustainable future through implementation of the plan.

Horizons 2026 was developed through a community-driven process, involving citizens, businesses, neighborhood groups, and others, to prepare a long-term vision for Greenville that promotes the quality of life for all who live, work, study, and do business in the city. The Horizons process commenced in May 2015 and offered several opportunities for residents to get involved. The project moved into the adoption phase of the process in August 2016 duringadvertised public hearings by the City Council and the Planning and Zoning Commission.
