GREENVILLE, N.C. - The North Carolina Chapter of the American Planning Association (APA-NC) has selected Horizons 2026: Greenville's Community Plan as an Honorable Mention in the Large Community/Comprehensive Planning category for the upcoming APA-NC Awards.
The award category recognizes plans, programs, or processes of usually high merit adopted or enacted in the current or past two calendar years. The Awards Committee found that Horizons 2026 had some elements that made it stand out, thereby meriting the Honorable Mention. In particular, the Committee was impressed with the emphasis on sustainability, the Future Growth Framework and Future Land Use and Character Maps, the four distinct area plans, and the attention paid to regional planning.
Greenville's Horizons 2026 Plan, adopted in September 2016, is Greenville's long-range comprehensive plan, which includes land use, transportation, recreation and parks, historic preservation, and environmental protection goals and policies. It is notable because it was developed using a highly democratic process, and because the Plan established a direct linkage between community interests and the City's budget and capital planning decision -making process.
The Plan also sets the stage for future collaboration with neighboring jurisdictions to plan for a major transportation project that will have a significant impact on the region, and elevates physical planning to better address the built form, transportation improvements, and capital facilities planning.
