Any exterior change within the College View Historic District or to a Local Landmark must receive a Certificate of Appropriateness (COA) prior to beginning the work, regardless of other required city permits.

The process for obtaining a Certificate of Appropriateness through the Historic Preservation Commission includes the submission of an application and application fee to determine whether the proposed project meets the Design Guidelines.

All applications for a Certificate of Appropriateness are due in the City of Greenville Community Development Office, 201 West Fifth Street, twenty (20) working days prior to the meeting of the Historic Preservation Commission at which the application is to be considered. Check with staff at 252.329.4486 or e‐mail to determine if your project needs a COA. Staff will help determine if a Major or Minor Works COA is required (click here for a listing of repairs or improvements that are considered Minor Works).


Applications require the following fees: (per Ordinance 14-064).
  • Major Works COA Application - $50
  • Minor Works COA Application - $20

Historic Preservation Commission are held on the fourth Tuesday of each month at 6:00 p.m. in the City Council Chamber of City Hall located at 200 West Fifth Street.
