City Council Passes Balanced Budget With Strategic Focus

Greenville City Council passed the Fiscal Year 2013-2014 budget during the June 13, 2013 meeting. The budget is the second in a two-year financial plan and reflects some changes to address urgent priorities.

Highlights of the budget include:

  • No increase in the property tax rate
  • No pay raises for City employees
  • Rate increases for sanitation and stormwater services based on approved plans and identified needs
  • Significant investment in road repairs throughout the community
  • Funding for a parking deck in the Uptown shopping and dining district to support existing and future businesses
  • A modernized computer software system that will allow the city to provide better serve delivery to citizens
  • Higher levels of investment in stormwater capital projects and ditch maintenance

“This budget provides a significant change in direction and focus by the City Council to address several community infrastructure concerns for now and into the future,” said City Manager Barbara Lipscomb. “There is additional funding for street and road improvements, and to address storm water drainage and flooding.   Additionally, to spur additional economic development, an “Uptown” parking garage will be constructed, a Dickinson area Master Plan developed and a new Tar River study completed to focus on ecotourism and develop the river as a key signature element for the City.  This is an excellent financial plan that will help the City move forward and continue to position us for new economic growth as we build tax base and recruit new employment for our community.”

The City Council also approved budgets for the Greenville Utilities Commission, the Convention and Visitors Authority, and Sheppard Memorial Library. The Fiscal Year begins July 1, 2013.
