The City of Greenville has commissioned Miller3 Consulting, Inc. to conduct a post-Croson disparity study to determine if there are barriers or instances of discrimination that might hinder the full participation of businesses owned by persons of diverse backgrounds to compete for City of Greenville’s contracts. At the completion of the study, M3 Consulting will determine whether a compelling interest remains for the continuation or modification of City of Greenville’s existing Economic Inclusion Policy and Procedures. M3 Consulting will also recommend or modify race neutral or legally defensible race conscious policies to overcome those barriers or discriminatory practices, if any are documented.

Scope and Timing

The Disparity Study will be based on five (5) years of historical City of Greenville contracting data, from Fiscal Year 2019 to Fiscal Year 2023. M3 Consulting initiated the disparity study in March 2025 will complete the study by the end of April 2026.
