The Purchasing Division of Financial Services handles the purchasing of all goods and services for the City of Greenville. The City of Greenville and Greenville Utilities Commission have adopted a Minority and Women Business Enterprise Plan to enhance our ability to do business with small, minority, and women-owned businesses. As of February 1, 2014, the City of Greenville has also adopted a local preference policy, providing vendors within the city of Greenville a price-matching preference for bid opportunities. To learn more about the policy and to determine if your business is eligible to participate, please view the Local Preference Policy documents, Amendment and other forms. Vendor Self Service
Already have a contract to do business with the City? The City's vendor payment registration process is completed through Vendor Self Service (VSS). VSS is a one-stop on-line portal for vendor information. Registered users have web-based access to current and prior 1099 data, purchase orders, invoices, contracts, and check information. The portal conveniently provides information to vendors 24 hours a day, 7 days a week. Vendors also enter and maintain their remittance information and designated contact persons using VSS. Surplus Property
The Purchasing Division is also responsible for overseeing the disposal of the City's surplus personal property and equipment. Surplus property equipment typically includes cars, trucks, heavy equipment and miscellaneous small equipment that the City no longer needs or uses.
The City of Greenville uses an online auction service, GovDeals.com to dispose of other miscellaneous types of property and equipment. Items for sale can be viewed by clicking here.
